                    TUTAFAKARI VIJANA NA UKOSEFU WA AJIRA.

DEOGRATIAS MUTUNGI.

Kwa sasa hali ni tete na ya kutisha sana katika suala la ajira hapa nchini, vijana wanasaga meno na kulia wazazi na walezi wananungunika  na serikali ina haa na kutapatapa kutatua janga hili bila mafanikio ya kuridhisha, hapa kwetu Tanzania  ajira ni kama janga la kitaifa kwa sasa  kama yalivyo majanga mengine, ya njaa, tsunami, ukimwi, kansa na kisukari, japo serikali haikubali hilo kwa kutaka kulinda dola lake na kutotaka kuonyesha kuwa kweli imelemewa,  dhaifu na imeshindwa kutimiza kile  ilicho kihaidi kupitia ilani yake wakati wa kinyanganyiro cha uchaguzi mkuu wa mwaka 2005/ 2010. 

Ni wazi kuwa serikali imeshindwa kuja na mbinu mbadala za kupambana na janga hili, ambalo kwa sasa uwiano wa vijana wanaowezeshwa kupata ajira serikalini ni asilimia ndogo sana ukilinganisha na kundi la wahitimu kutoka kwenye vyuo vikuu vyetu wanaohachwa njia panda  bila kupatiwa ufumbuzi wa maisha yao licha ya misukosuko, karaha na kuangaika kwao takribani miaka mitatu mpaka mitano wanapokuwa chuoni wakijaribu kupata maarifa (Knowledge/ skills)  ya kulitumikia taifa lao na badala yake wamekuwa wakiachwa “solemba”

Kwa sasa vijana wamekata tamaa na ukosefu wa ajira wanaisema vibaya serikali yao kwa kushindwa kupata mbinu mbadala za kupambana na janga hili  la ajira ambalo kimantiki na kimtazamo wa mbali (long sight)  ni janga hatari ambalo kwa hualisia wake linaweza kusababisha madhara makubwa ya kisiasa na kupelekea uvunjifu wa amani kama ambavyo tumeweza kushuhudia kwa wenzetu wa kaskazini hasa Tunisia ambapo kiini kikubwa cha mapinduzi ya nchi ya Tunisia ni chembechembe za ajira ambapo kijana mmoja mhitimu wa chuo kikuu aliyekosa ajira kwa muda mrefu kuamua kujilipua  kwa moto tena mbele ya jengo la wizara ya ajira na kazi ya nchini humo.

Uamuzi huo ulifikiwa na kijana huyu baada ya kuona serikali yake imekosa sera mbadala za ufumbuzi wa suala la ajira ambapo kwa wakati huo lilikuwa ni janga kwa vijana walio wengi nchini humo hasa wale wenye kisomo cha chuo kikuu.
Je? Ni nini kilifuata Tunis  kama sio mapinduzi ya umma yaliyoenda sambamba na kungolewa kwa  rais wa nchi hiyo bwana Zine El bidine beni ali  aliyeweza kukomaa madarakani takribani miaka 23, tokea mwaka 1987.

Ni viongozi wachache walioweza kusimama kidete na kukili hadharani kuwa ili ni janga na bomu linalokaribia kulipuka, na mushukru mheshimiwa Edward Lowasa aliliona hilo na kulisemea wazi bila kumungunya maneno.

Lakini si wote walio na ujasiri kama wa Lowasa, wengi wao  wameshindwa kujibu na kubainisha ukweli wa hoja  juu ya chanzo kikuu cha ukosefu wa ajira hapa nchini ni nini?  na badala yake wamekuwa wakitumia majukwaa ya siasa kuraghai na kupotosha  ukweli wa jambo hili na wengi wao wamekuwa wanafiki wa kimtazamo juu ya suala hili ambapo wamekuwa wakiliminya na ili lionekane ni jambo tu la kawaida, ukweli wa  mambo ni  kuwa  sasa ajira ni  ombwe (Vaccum) linaloitaji ufumbuzi na mjadala wa kitaifa, ni  asilimia 13.4 ya vijana wasiokuwa na ajira hapa nchini takwimu kutoka mamlaka za serikali ambazo bado wadau wa takwimu wanapingana nazo kwa madai kuwa hizo ni asilimia ndogo kulinganisha na tatizo lenyewe lilivyo kwa sasa.

Je viongozi wetu wanaienzi vipi sera ya taifa ya vijana iliyochini ya wizara ya  kazi na maenedeleo ya vijana ya mwaka 1977 na ile iliyofanyiwa marekebisho mwaka 1984 , 1995 na 1996 sera hii inabainisha wazi umuhimu wa kijana katika jamii na inaelekeza serikali kutekeleza wajibu wake kwa kundi hili ambalo linaonekana kuwa kubwa na linalo ongezeka kila kukicha.
Katika sSura ya pili ya sera ya taifa ya vijana katika utangulizi wake wa ‘’UMUHIMU WA SERA YA MAENDELEO YA VIJANA”Katika kipengele cha 2.2.1 kinabainisha wazi kuwa ni jukumu la serikali kutambua matatizo ya vijana na taifa lao. Na kipengele cha pili 2.2.2, kinasema wazi kuwa ni jukumu la serikali kutambua uwezo  wa vijana na wajibu wao katika kuchangia maendeleo ya taifa, nacho kipengele cha tatu 2.2.3, kinasema wazi kuwa ni jukumu la serikali kubainisha na kutumia rasilimali zilizopo katika mazingira yao. 

Swali ni je? Wenye dhamana wanatimiza vipi sera hizo?  Au waliopewa dhamana ya kuhakikisha vijana wanapatiwa fursa za ajira wanatimiza wajibu wao ipasavyo au wapowapo tu mbumbu wanaotumia mamlaka kwa misingi ya udhalimu na ufisadi kwa maslahi yao na familia zao.

   Ni jukumu la viongozi wetu akiwemo rais wa nchi hii kutafakari kwa kina suala hili la ukosefu wa ajira kwa vijana ni kwa jinsi gani wataweza kulitatua na hatimaye kulipatia ufumbuzi na wakudumu maana janga la ajira kwa vijana ni kama bomu ambalo limetegwa sehemu na linaloweza kulipuka wakati wowote na kwa kawaida madhara haya uwa ni makubwa kuliko wao wanavyofikri, ingekuwa vema kama viongozi wetu wangekuwa watu wa kusoma alama za nyakati  bila kubweteka na kujiona wao wamefika hapo walipo , eti kwa sababu suala la ajira kwa familia zao na koo zao sio ombwe wala tatizo tena kwao kutokana na mtandao  “ Network” ambao tayari wameisha ujenga. 

Je? Siku mtandao huo ukitibuliwa na vijana hao ambao ndio  nguvu ya umma nini kitafuata kama si yale ya akina  Zine El bidine beni ali na yale ya Hussen Mubarack wa misri. Ni vema serikali yetu ikatambua kuwa inao uwezo mkubwa wa kukabiliana na janga hili la ajira kwa vijana  kabla alijalipuka kwa kutumia rasilimali zetu  kwa kujenga nyenzo za ajira kama viwanda vidogovidogo, mikopo ya kibiashara kwa vijana yenye riba nafuu na utoaji wa elimu hasa somo la ujasiriamali kwa vijana ili kuweza kuelewa jinsi ya kufanya biashara kiutalaamu.

Vi vema viongozi wetu watafakari suala hili kwa umakini zaidi na watambue nguvu na ushawishi mkubwa uliopo ndani ya kundi hili, kundi hili ni hatari na halipaswi kuchezewa shere kama wanavyofanya viongozi wa sasa ambao wao wanaridhika na nafasi zao walizo nazo leo bila kujua hatima ya kesho kasumba ambayo inawagharimu viongozi wengi wa Afrika ambao mara nyingi huishia pabaya, historia inawahukumu na iko wazi bila kificho, viongozi wenye mamlaka wajue kuwa kuna usemi usemao “ Unemployment is the parent of revolution and crime”

EDUCATION SECTOR IN DILLEMA AFTER CONTRADICTION DONE BY THE GOVERNMENT.

  Currently there is a huge contradiction among of the education stakeholders and civilians at large to understand which Ministry is full authority power to control education sector since when the government of Tanzania decide to divide the duties and roles of education from Ministry of Education and Vocational Training (MoEVT) to another Ministry of Prime Minister’s office Regional Administration and Local Government (PMO-RALG) to supervise the same duties which before where under authority of Ministry of education, on that contradiction stakeholders and people asks a lot of questions about this contradiction.
                
   According to the potential of this issue to touch the huge interest of people who have been anxious to know why government decide the two ministry to supervise the same sector of education instead of one Ministry as it was before, during my practical training field attachment which I done in Ministry of Education and Vocational Training (MoEVT), the first day and second in communication unit where I was working as a student of field attachment in Ministry of Education, I spent those days to know the truth about the decision of government to reshuffle this sector to into two ministries. Actually my first trip on this matter was to ask the some crucial and technical questions to head of communication unit as the first source to this mini research.
    
     The first question to Mr. Bunyanzu as head of unit was all about the power of Ministry of Education and vocational Training to supervise the all matters related to education sector here in Tanzania after this contradiction and replied to me “This is a hot issue now and many of Tanzanian especially student they get much trouble after that exchange because currently ministry of education deals with policy and high education and not primary or secondary education as it was before” said Bunyanzu,
   
 But the next questions was why this exchange? Bunyanzu again “Government took this measures because to sustain and growth of our quality education” In how sir, that is a next questions, and then answer this question by elaborating more “ Before this partition the Ministry of Education and Vocation Training was  having the big burden to supervise and control a lot of thing, because basic education, which means pre-primary and primary education was at supervision in this ministry, also secondary and high education was at this ministry not only that but also the ministry was dealing with policy and inspectorate of  schools, so on that matter the ministry was not able to run perfectly and accordingly those role and duties just why the government decide to take such measures, and I think our education sector will perform much better after this exchange” said Bunyanzu the head of communication unit.
     
     But I challenge the head of communication for his statement of “Dividing the roles and duties into two ministries as one measure of expectation to good performance and improvement of our quality education, this is not true at all because if the government does not change the policy of education which we have now we never succeed at all in the field of education sector.
     
   The truth is,  to improve and succeed in education sector we must have the strong policy of education and well defined and understandable curriculum for both primary and  secondary school if we need to compete with East Africa and Central Africa countries where by almost 45% of their students who graduates from universities they are employed internationally compared with our students who graduate,  it almost 13% who tried to compete internationally and among of them 6% is employed internationally this is worse at all, government should think twice on this apart from thinking that partition of duties and roles is enough solution to cure the problem faced our education sector.
       
    Even the Permanent secretary of Ministry of Education Professor Sifuni Mchome, believed that the Ministry has not have well defined policy for education and he said “ as a Ministry we are fighting by any means to introduce the education policy before the end of this year, so we are on the process to complete this soon as possible” said Mchome.  
     
  But when he was been asked to talk in brief about this contradiction of two ministries to share the same duties he said “Government is very critical and active than what people think, so the decision of government intend to improve our education level of performance and Tanzania is not the first country to have such style many of western and American use this method so don’t shock about that” said Mchome.
       
 But during the inspectorate week which held in Duce grounds the ministry of education and vocational training,  Honorable Shukru Kawambwa he quoted said that “ People are shouting about this exchange between Ministry of Education and Vocational Training duties to Prime Minister’s office Regional Administration and Local Government (PMO-RALG) to supervise some duties like, basic education, secondary education and employment of teachers who graduate from universities, “I think people they didn’t understand the intention of government, but let me tell you, the intention intend to strength our education quality and competence among of the East Africa countries” said Kawambwa.
     
 Though,  the Minister and his  Permanent secretary  elaborated more about this exchange, it is different to secretary general of CWT Ezekiel Oluoch who opposed the views and statement of Minister and  Permanent secretary  by said “ It is nothing to said so as a minister or Permanent secretary, totally it’s wrong the Tanzanian they must  know that a nation currently have a great vacuum contradiction in education sector after such transmission of duties for one to another ministry, “which is which” the problem is the political to be applied in professional that’s what I see and this is a scandal, yeah it’s scandal to me and for all Tanzanian not otherwise” said Oluoch.
     
   Also Oluoch said the CWT as Tanzania Teachers Union has already writes the documents to Ministry of education to advice professionally about this contradiction and we are waiting the response from the government, so that what I can said for now” Said Olouch. 
      
 Also the headmistress  of Mugabe secondary school appreciate as well that the government decision to separate this  duties from one ministry to the other it is the great contradiction to Tanzanian and she said “ teachers we are in dilemma because when we need service from ministry of education they told us to go Prime Minister’s office Regional Administration and Local Government (PMO-RALG), the same to this ministry they told us to turn back to ministry of education, so we don’t understand which is which, at all it is a contradiction” said Magadalena.
    
   Also Juma Habibu Nyange as a parents of seven students, he also agree by saying that this government reaction of transmitting some duties from ministry of education to another ministry is a disturbance for us as a parents, because at beginning we know all education services where under ministry of education but currently we hear other duties its under another ministry this is not fare at all” said Nyange.
         Through this issue also Tanzania Horticulture Students Association (TAHOSA), Present their doubts to ministry of education by warning the effects which can take place in future if the government can not put the all education services to one ministry as it was before this exchange. So, through this mini investigation research it seems that the majority of Tanzanians when been left in dilemma since when government decide to divide the duties from Ministry of education to another ministry, on that fact, the government should consider the views, opinion, contribution, doubts and outlook of stakeholders for the future education performance as a nation.

                      DREADFUL, HARD WALK TOWARDS EMPLOYMENT.

After lucubrating hard and reading loads of books for many years, many students graduate from the university with the dear hope of landing a lucrative job.

To their disappointment they find themselves padding the road for months on end and at times, for a couple of years before they can some gainful employment to console their heart. “The problem with the most graduates is high expectations that they will easily get jobs but in actual fact jobs are not so easy to get the philosophy of life is misconnected to the extent that barriers are not expected; only smooth life is their expectation” says Rev. Crispian Rwechungura the former dean of student at Tumaini University.
  
The Higher learning institutions academic calendar in Tanzania is set in a way that most students go on a long holidays at the same time, the city remains busy as their number at the city centre increases. Students from up country universities and colleges are backing home, while others are in the city either for field attachments or job seeking.

In an office, it is not easy to identify who is a permanent employee and who is there temporarily, working on attachment, here and there in town are a few journalism students, gathering news, after a certain time they disappear back to the news editor for briefing before composing a story in mind, they observe meeting the deadline, the most important thing in a newsroom
Smart and dressed in no deliberate manner to merge well in the crowd of other city dwellers, job seekers, a brown envelop in their hand, move from one office to another, before they can sign a contracting contract for some employment.

One once asked such a desperate should in quest for a livelihood means “How many brown envelopes have you bought for job application?” Actually, it was a difficult question to answer; more often than not a job seeker does not know how many envelopes he/she will have to buy for his/ her documents. The envelop is mostly full of photocopies of academic certificate and other relevant documents. In other words one’s intelligence is sealed in that parcel.

Sometimes, though very rare, you may find original certificates particularly when someone has received an interview call. Every one looks desperate and sometimes one finds it difficult particularly when on has spent the whole amount budgeted for the exercise.
“We depend on newspaper to know where there is a vacancy, but when you are bankrupt you can not even afford on copy” says Theonest Aloys, a graduate student since 2010, from university of Dodoma in Bachelor of Arts in Marketing.

Theonest further says that, staying home or going back to the village is not a wise decision since it makes it difficult to get tips on job vacancies. The modern technological inventions like the cellular phones have made things rather simple for job hunters; they can reach many people through the media simply by calling or texting a message. Internet is another means to get information.

But very few can access the service regularly the reasons are the same, if a person cannot afford to buy a copy  of a newspaper which is sold for 800/- per copy, they can hardly manage 1000/- to 2000/- per hour, for a piece of work that could cost as much as 3000/- by the time it is finished.

The situation is worse for those in areas where internet is just a myth, in Kigoma for example, only those living in town have internet access, and however even they have sometimes can not use the facility due to power failure. Moreover, places like Kibondo and Kasulu district still do not have power; the problem is prevalent in the country.

“The challenges a person encounters when looking for a job are a sufficient discouragement for himself he or she does not have positive orientation” says Bright Mlashani, a graduate of university of Dar es salaam who opted for self employment an is know an electronic dealer in Dar es salaam.

“You cannot thin of being employed shortly after graduating, sometimes you can get a job soon, but there is no guarantee you will” he adds to say so Theonest. “I thought I could get employment soon after my university education, but things turned out to be different. I remember writing about twenty applications but all of them were fruitless” he says Theonest.

“Never be discouraged when you don’t get an interview call, people should keep on applying when they see a job vacancy they would like to apply for” he adds to say so Mr. engineer Theonest. When one is short listed for an interview, preparations begin, a candidate can spent a ay or days predicting questions which he or she may face.  “We shall inform you “such is the promise always given when you leave an interview room. It is only the statement could perhaps be reassuring in all the desperate search. “I attend six interviews but none of them produced a job” Privatus Mutungi a graduate from IFM remembered that situation.

However, the employment system in the country is allegedly corrupt, some interviews are held in an mysterious manners, the capability of a candidate no longer matters, what matter is who you know and not what you know, Although that is the fact, scholars should still go on making applications “Job seeker should not think that they are the only ones facing that obstacles.

Things have never changed they have to be patient and courageous, today they might be toiling but tomorrow they be employed” says Prof Eustella Bhalalusesa, Commissioner of Education in the Ministry of education and vocational of Training.

In the past securing employment was not so hard but almost an instant thing, employers used to for employees, there was direct employment immediately after one graduate from college or completed secondary school, but this is not the case today, one has to pad the road for days grueling in the heat of sun, looking for a job, it is hard and tiresome.

A job seeker today faces several hurdles. When we got independence we had plenty of job opportunities, with so many graduates annually out looking for employment, the fight for available opportunities is fierce. The structural adjustment program has made the search for job opportunities even harder technological advancement that has reduced the number of workers for a job has placed another hurdle on the path to a happier time of employment.

With the passage of time, hope of graduate to get employment appears to be receding, perhaps the change of the syllabus could provide a more certain future.
